DUTY AND RESPONSIBILITIES OF THE GENERAL SECRETARY
- To ensure the efficient, orderly, and harmonious operation of the units within the university administrative organization.
- To carry out duties in accordance with the provisions of specified laws and regulations, and the decisions of the Board of Directors and the Senate, and within the framework of the policies established by them.
- To serve as a reporter, without participating in the voting, in the University Senate and the University Board of Directors, and to record, protect, and review the decisions made by these boards.
- To communicate the decisions of the University Senate and the University Executive Board to the units affiliated with the university.
- To carry out all bureaucratic and administrative services of the university through its affiliated Department Heads and other affiliated units.
- To ensure the efficient, orderly, and harmonious operation of the units within the university's administrative organization.
- To make recommendations to the Rector regarding personnel to be assigned to the university's administrative organization.
- To fulfill the university's determined purpose. and to establish sufficient staff to fulfill administrative duties to achieve its objectives,
- To organize and supervise the activities of the units affiliated to the General Secretariat, and to ensure the execution of these activities,
- To continuously coordinate with the Deputy Secretaries General to ensure that university administrative services are not interrupted,
- To distribute documents received by the university via EBYS (Electronic Document Management System) and KEP (Registered Electronic Mail). and to exercise signature authority in internal and external correspondence and to delegate this authority to deputies when necessary.
- To initial correspondence received via the EBYS (Electronic Document Management System).
- To carry out the necessary work to determine the agendas of the Board of Directors and the Senate. To implement, monitor, and finalize the decisions of the Board of Directors and the Senate.
- To manage the university in coordination with the Ministry, Governor's Office, Municipality, etc. Representing the university before public institutions,
- Conducting the university's annual budget work and coordinating the relevant department heads,
- Holding periodic meetings with the Deputy General Secretaries and department heads, exchanging views,
- Ensuring the organization of press and public relations and the Rectorate's protocol, visit, and ceremonial matters,
- Performing other duties assigned by the Board of Directors, the Senate, and the Rector within the framework of laws, bylaws, and regulations,
