Erasmus+ Staff Mobility for Training Documents
This page contains the documents, forms and guides that staff members applying for or selected to participate in Erasmus+ Staff Mobility for Training may need during the application process and before or after the mobility.
Not every document available on this page is required to be completed by every participant. The documents to be used are determined according to the application status, grant status, destination country, host institution or organisation and applicable project period.
Documents that must be prepared specifically for each participant, such as the Grant Agreement, are issued by the Erasmus Coordination Office based on the relevant project period and approved mobility details. Staff members must not complete these documents without consulting the Erasmus Coordination Office.

A. Documents Used During the Application Process
1. Turna Portal Individual Application Guide
This guide, prepared by the Turkish National Agency, explains how to log in to Turna Portal through the e-Government Gateway, check profile and employment information, view announcements published by the institution, complete an individual application and track the application status.
Staff members applying for Staff Mobility for Training are advised to review the guide before completing their application through Turna Portal.
If any changes are made to the application information, the “Complete Application” button must be clicked again. Otherwise, even if the changes are saved in the system, the application may not be considered complete.

2. Staff Mobility Appeal Petition
This document is used by staff members who wish to appeal the evaluation or selection results.
The appeal petition must be submitted to the Erasmus Coordination Office within the appeal period specified in the relevant application announcement or results announcement. It must include the grounds for the appeal and, where applicable, supporting documents.
B. Documents Used Before the Mobility
1. Staff Mobility for Training Invitation Letter
This document confirms that the staff member has been accepted and invited by the host institution or organisation to undertake a training activity under Erasmus+ Staff Mobility for Training.
The Invitation Letter must clearly state the staff member’s name, details of the host institution or organisation, planned mobility dates and type of activity. It must be signed and officially approved by an authorised representative of the host institution or organisation.
If the host institution or organisation does not have its own Invitation Letter template, the template available on this page may be used.
2. Mobility Agreement – Staff Mobility for Training
This document sets out the objectives, work programme, planned activities and expected outcomes of the training activity to be undertaken at the host institution or organisation.
Before the mobility begins, the agreement must be prepared by the staff member in coordination with the host institution or organisation and approved by the staff member, Ankara Science University and the host institution or organisation.
The dates stated in the Mobility Agreement must be consistent with those stated in the Invitation Letter and Grant Agreement.
3. Sample Mobility Agreement – Staff Mobility for Training
This sample is provided to demonstrate how the Mobility Agreement for Staff Mobility for Training should be completed.
The sample must not be used or submitted as an official mobility document. Each participant must prepare a new Mobility Agreement based on their own mobility dates, training programme, planned activities and institutional information.
4. Staff Mobility Grant Agreement
The Grant Agreement sets out the estimated mobility period, maximum grant amount, payment conditions and responsibilities of the parties for staff members participating with Erasmus+ grant support.
It is prepared individually for each participant by the Erasmus Coordination Office based on the applicable project period and approved mobility details. Staff members must not complete a blank Grant Agreement template themselves.
The participant must review the personal information, mobility dates, bank account details and other information stated in the agreement prepared specifically for them and sign it in accordance with the instructions provided by the Erasmus Coordination Office.
5. Guide to Obtaining a Visa Letter through Turna Portal
This guide explains how staff members whose evaluation and placement procedures have been completed can generate their visa letter through Turna Portal.
The visa letter can be generated by using the relevant button displayed next to the application under the “My Applications” section of Turna Portal. A maximum of one document may be generated within a 24-hour period. The generated document contains a QR code for verification purposes.
If the visa letter button does not appear even though the evaluation and placement procedures have been completed, or if the generated document contains missing or incorrect information, the staff member must contact the Erasmus Coordination Office.

C. Documents to Be Completed After the Mobility
1. Certificate of Attendance – Staff Mobility for Training
This document confirms that the staff member completed Erasmus+ Staff Mobility for Training and indicates the actual start and end dates of the activity.
At the end of the mobility, the document must be signed by an authorised representative of the host institution or organisation and officially approved with the institution’s stamp or seal, where applicable. The dates stated in the document must reflect the actual duration of the mobility.
The Certificate of Attendance must be submitted to the Erasmus Coordination Office after completion of the mobility.
2. Staff Mobility Return Report
This is an internal institutional report in which the staff member evaluates the training activity, professional and institutional outcomes, good practices observed, contributions of the mobility to institutional development and any recommendations arising from the experience.
The report must be completed by the staff member and submitted to the Erasmus Coordination Office after the mobility.
3. Travel and Entry-Exit Documents
Passport entry and exit records, boarding passes, tickets, invoices or other supporting documents requested by the Erasmus Coordination Office must be submitted to verify that the mobility took place and to confirm the travel dates.
These documents may be used to determine the actual duration of the mobility and, where applicable, calculate the final grant amount.
4. Erasmus+ Participant Report
After the mobility has been completed, an online Participant Report is sent to the participant’s email address through the European Commission’s system.
The staff member must complete and submit the report using the link provided in the email within the specified period. Completion of the Participant Report is one of the participant’s post-mobility obligations. No separate downloadable form is required for this report.
D. Documents Used in Special Circumstances
Staff Mobility Withdrawal Petition
This document is used by staff members who have been selected for Staff Mobility for Training but subsequently decide to withdraw from their mobility right.
The Withdrawal Petition must be submitted to the Erasmus Coordination Office within the period specified in the relevant application announcement or results announcement. Withdrawal requests submitted after the specified deadline are evaluated in accordance with the provisions of the relevant announcement and project period.
