Erasmus+ Approach to Inclusion and Diversity
The Erasmus+ Programme aims to promote equal opportunities, accessibility, inclusion, diversity and fairness. Within this framework, individuals who may experience difficulties in participating in mobility activities due to economic, social, physical, psychological, health-related, educational, cultural or geographical barriers are encouraged to access Erasmus+ opportunities on an equal basis.
Ankara Science University takes into account the individual needs of students and staff participating in Erasmus+ mobility activities and supports the effective participation of individuals with fewer opportunities throughout the mobility process.
Within the scope of Erasmus+, two different types of financial support are available for participants with fewer opportunities:
- Inclusion Support
- Top-up Amount for Students and Recent Graduates with Fewer Opportunities
The eligibility conditions and calculation methods for these two types of support are different.
1. Inclusion Support
Inclusion Support is an additional form of financial support available to students and staff whose participation in Erasmus+ mobility would be impossible or significantly more difficult without additional funding due to physical, psychological or health-related conditions.
Inclusion Support is provided in addition to the standard student or staff mobility grant and is based on the actual and verifiable additional costs required to enable the participant to take part in the mobility activity.
Costs That May Be Covered by Inclusion Support
Depending on the participant’s individual needs, the following expenses may be considered under Inclusion Support:
- Accessible accommodation costs,
- Special or accessible transportation costs,
- Medical assistance and additional health-related expenses,
- Special equipment required for participation in the mobility activity,
- Appropriate learning or working materials,
- Costs related to an accompanying person,
- Other essential additional expenses directly required to enable participation in the mobility activity.
The requested expenses must be directly related to the participant’s Erasmus+ mobility and must be supported by appropriate documentation.
An application for Inclusion Support is prepared after the student or staff member has been selected for mobility, taking into account the estimated additional costs. Each application is assessed individually by the Turkish National Agency, which determines whether support will be granted and the amount considered eligible.
2. Top-up Amount for Students and Recent Graduates with Fewer Opportunities
Students and recent graduates with fewer opportunities due to economic or social circumstances may receive a top-up amount in addition to the standard Erasmus+ grant for which they are eligible.
To receive this support, the participant must fall within at least one of the categories listed below and must provide official documentation confirming their status.
Participants Eligible for the Top-up Amount
1. Individuals Covered by Law No. 2828
Students who are currently or were previously subject to a protection, care or accommodation decision issued by the Ministry of Family and Social Services under Law No. 2828.
2. Individuals Covered by the Child Protection Law No. 5395
Students who are currently or were previously subject to a protection, care or accommodation decision under Law No. 5395.
3. Recipients of an Orphan’s Pension or Survivor’s Pension
Students who receive an orphan’s pension or survivor’s pension.
4. Participants Covered by Martyr and Veteran Status
Spouses and children of martyrs and veterans, as well as veterans themselves.
5. Students Receiving Financial Assistance
Students who can document that they, their family or their legal guardian receive financial assistance at the time of application from:
- Municipalities,
- Ministries,
- Social Assistance and Solidarity Foundations,
- The Directorate General of Foundations,
- The Turkish Red Crescent,
or other relevant public or support organisations.
6. Persons with Disabilities
Students with a disability rate of at least 50%, documented through an official Disability Health Board Report issued in accordance with the Regulation on Disability Assessment for Adults, published in the Official Gazette dated 20 February 2019 and numbered 30692.
7. Students Whose Parent or Legal Guardian Receives an Allowance Under Law No. 2022
Students whose parent or legal guardian receives a disability or needs-based allowance under Law No. 2022 dated 1 July 1976.
8. Recipients of Disaster Relief Assistance from AFAD
Students who themselves, or whose first-degree relatives—biological or step-parents or children—have received disaster relief assistance from the Disaster and Emergency Management Presidency (AFAD).
This category may be applied once for each project type, namely KA131 and KA171.
Payments Not Considered Eligible Financial Assistance
The following types of payments are not considered financial assistance for the purpose of receiving the top-up amount:
- Scholarships provided by the General Directorate of Credit and Hostels,
- Merit-based scholarships,
- Similar educational grants or scholarships,
- One-off financial assistance or payments.
Top-up Amounts
According to the applicable Erasmus+ Higher Education Institutions Implementation Handbook:

| Short-term student mobility lasting between 5 and 14 days | An additional EUR 100 in total |
| Short-term student mobility lasting between 15 and 30 days | An additional EUR 150 in total |
Note: No separate top-up amount is provided for traineeship activities carried out as short-term student mobility. Since support amounts and eligibility conditions may change according to the relevant contractual period, the applicable call for applications and the current Erasmus+ Implementation Handbook shall prevail.
Inclusion Officer
As part of the Erasmus+ Programme’s priority on inclusion and diversity, Ankara Science University supports equal access to Erasmus+ opportunities for participants with fewer opportunities.
The Inclusion Officer is responsible for facilitating access to the Erasmus+ Programme for students and staff who experience economic, social, physical, psychological, health-related or similar barriers, informing them about the available support mechanisms and guiding them throughout the relevant application procedures.

Where necessary, the Inclusion Officer works in cooperation with the Accessible Education Unit and the relevant academic or administrative units of Ankara Science University.
Students or staff who believe that any of the circumstances described above apply to them and may make it difficult for them to participate in Erasmus+ study, traineeship, teaching or training mobility are encouraged to contact the Erasmus Coordination Office.
How to Apply
Application for the Top-up Amount
Students or recent graduates wishing to receive the top-up amount must submit current and official documents demonstrating that they meet the requirements of the relevant eligibility category to the Erasmus Coordination Office.
Applications are assessed on the basis of:
- The rules applicable to the relevant contractual period,
- The supporting documents submitted by the participant,
- The Erasmus+ grant budget allocated to the University,
- The current Erasmus+ Implementation Handbook.
The top-up amount may only be provided to students and recent graduates who meet the relevant conditions and provide the required supporting documentation.
Application for Inclusion Support
Students or staff wishing to benefit from Inclusion Support must submit their request, together with the necessary supporting documents, to the Erasmus Institutional Coordination Office.
The additional costs expected to arise due to the participant’s mobility are identified in cooperation with the Erasmus Coordination Office. The current Inclusion Support Request Form is then completed and submitted, together with the required supporting documents, to the Turkish National Agency for approval.
The following documents may be requested as part of the application:
- A request form explaining the need for Inclusion Support,
- Documents showing the estimated additional costs,
- A current medical report or disability card confirming the participant’s disability,
- A medical report for chronic health conditions,
- Where applicable, documentation confirming the need for an accompanying person,
- A document confirming that the host institution has been informed of the participant’s needs and is able to make the necessary arrangements,
- Price quotations or other supporting documents relating to the requested expenses.
According to the applicable implementation rules, a medical report submitted in relation to a disability must not be older than three months.
The Inclusion Support Request Form and its supporting documents must be submitted by Ankara Science University to the Turkish National Agency at least 15 days before the start of the mobility activity. Inclusion Support cannot be granted after the participant has completed the activity.
Where the need for Inclusion Support arises during the mobility due to force majeure, the Erasmus Coordination Office must be informed within a reasonable period before the end of the activity, and approval must be obtained from the Turkish National Agency.
Important Information
The provision of Inclusion Support or the top-up amount is subject to:
- The participant meeting the relevant eligibility conditions,
- The submission of complete supporting documentation,
- The implementation rules applicable to the relevant contractual period,
- The availability of Erasmus+ grant funds,
- Approval by the Turkish National Agency where required.
In the event of any discrepancy between the information provided on this page and the applicable implementation rules, the current Erasmus+ Programme Guide, Implementation Handbook and contractual documents published by the Turkish National Agency shall prevail.
