Administrative Units

DUTIES AND RESPONSIBILITIES OF SECRETARY GENERAL

  1. To enable the units in the university administrative organization to work efficiently, regularly, and harmoniously,
  2. To carry out the duties in accordance with the provisions of the specified laws and regulations, the decisions of the board of directors and the senate, and within the framework of the policies determined by them,
  3. To act as a rapporteur in the University Senate and the University Board of Management without participating in the voting, to enable the decisions taken on these boards to be written, protected, and kept,
  4. To convey the decisions of the University Senate and the University Board of Management to the units affiliated with the University,
  5. To carry out all bureaucratic and administrative services of the University through the Departments and other affiliated units,
  6. To enable the units in the university administrative organization to work efficiently, regularly, and in harmony,
  7. To make suggestions to the Rector for the personnel to be appointed in the administrative organization of the University,
  8. To establish sufficient staff to fulfill the administrative duties for the University to achieve the determined goals and objectives,
  9. To organize and inspect the activities of the units affiliated with the General Secretariat and to enable these activities to be carried out,
  10. To be in coordination with the Deputy Secretary Generals in order not to disrupt the administrative services of the University,
  11. To distribute the documents sent to the University via EBYS (Electronic Document Management System) and KEP (Registered Electronic Mail). To use authority to sign in the internal and external correspondence of the University and to transfer this authority to his assistants when necessary,
  12. To initialize the letters received via EBYS (Electronic Document Management System),
  13. To carry out the necessary studies to determine the agenda of the Board of Directors and the Senate. To implement, monitor, and finalize the decisions of the Board of Directors and the Senate,
  14. To represent the University before public institutions such as the Ministry, Governor's Office, Municipality, etc.,
  15. To carry out the annual budget works of the University and coordinate the relevant departments,
  16. To hold periodic meetings and exchange views with Deputy Secretary Generals and departments,
  17. To organize the protocol, visit and ceremony works of the Presidency with the Press and Public Relations,
  18. To fulfill other duties to be assigned by the Board of Directors, Senate, and Rector within the framework of the Law, Bylaws, and Regulations,
  19. The Secretary-General is responsible to the Rector for the duties.
